MINECON 2016 Skin Pack can not be opened

I have a Skin Pack called Minecon 2016 and everytime I try to Open it, an Error appears called L-404. It basically says that I would have to wait, but it doesn't matter how long I wait it doesn't work. I think the skin Pack is bugged bc I can open every other skin pack that I own.
