Texture variation not working on multiplayer

Texture packs with texture variation don't show the variated blocks for people who join in multiplayer. Only the world owner can see them.

How to reproduce: Add a pack with variated textures to a world. Join it, have friends join. Only the owner sees all the correct textures, for friends random textures appear missing and the pack is incomplete.
