setmaxplayer limit do not work

Hello, there is an issue with the setmaxplayer command. When I launch a world, despite setting the player limit to 40, as soon as the number of connected players reaches 30, it shows that the server is full, and no one else can join because, as it says, it is too popular. The problem likely comes from a hardcoded limit that needs to be increased.
