Slabs Can Be Placed Underneath

Steps to reproduce:

Shown in the video. Place two layers of slabs with a gap of half block. Right click on the top layer with the same type of slab.

 

Observed:

Slabs are placed underneath, between two layers.

 

Expected:

Slabs should be placed above the top layer.
