Wolf chasing skeleton and skeleton not attacking in a flat surface

When you create a flat world in Minecraft Bedrock and spawn a wolf and a skeleton, the skeleton runs from the wolf and never attacks.

I did this twice and it cannot be replicated, watch video below to get idea of how the bug works. I tried again and the skeleton attack.
