Pale moss blocks support big dripleaves, not small dripleaves

Relates to MC-278687. Big dripleaves can be planted on moss blocks and pale moss blocks, while small ones can only be planted on moss blocks.

Steps to Reproduce:

1. Place pale moss blocks
2. Try to place big dripleaves and small dripleaves on them

Observed Results:
Big dripleaves can be placed on pale moss blocks, but small dripleaves cannot.

Expected Results:
Big dripleaves and small dripleaves should have the same placement behavior.
