/fill and /structure command not working on super flat worlds

The /fill and /structure commands will not work on super flat worlds. The commands won't work and state the area is out of the world. The supposed issue is the lower y coordinates causing the game to believe the area is out of the world, but I hope you guys fix this because it henders mine and others playing.
