Cover cannot be seen by other players

The custom skin that was imported through a .mcpack file cannot be seen by other players, only by the player using it. Players are using the mobile version of Minecraft. The world was created on a player's cell phone, where other players accessed because they were on the same network. Instead of the player's skin appearing, the skin of a random Minecraft character appears (example: Steve, Alex...).
