Fortune works on tall flowers when aiming at the bottom half of the tall flower

The fortune enchantment works on tall flowers (rose bushes, sunflowers, large ferns, etc.), which *presumably* is not intended. (Since this is not the behavior in the Java edition.) This has been happening since at least 0.14.0, possibly earlier. However, this issue was previously reported in MCPE-13304, a bug which was originally created for a separate issue where simply breaking a tall flower with anything would cause it to drop 2 of itself instead of 1. I decided to create this as a separate issue since it really isn't the same as the bug the previously-mentioned report was about.

Steps to Reproduce:

1. Enchant a pickaxe with the Fortune enchantment (preferably Fortune III)
2. Enter Survival Mode
3. Break the tall flower with the pickaxe
4. Notice how instead of dropping one flower, it drops several
