Setting the item menu category to none makes it hidden from commands even when specified not to

Steps to Reproduce

1. Load the addon on to a world with the scripting experiment turned on
2. Type the command

   /give @s report:test

1. The command will fail even though there is in an item with that name with 
   is_hidden_in_commands set to false

Notes

• This only happens if the category is none
• This also hides the item from the recipe book (not sure if this a bug)
