Unable to select custom skins

When trying to change skins, the button for "Owned Skins" stays on "loading" indefinitely.

I noticed the problem in 1.21.41, left it for 10 minutes, realized it might have been fixed in a newer version so I updated to 1.21.44. Have also tried restarting system, modem, and router. Currently I've been waiting for over 15 minutes for "Loading".

The highlight still appears around where the button should be, and clicking produces a noise, but nothing else happens.

Skin packs seem to work as normal.

Additionally, instead of the + to add a new skin in the dressing room, there is a Reload button.

This appears to be a different bug from MCPE-155025 as I am not receiving any "cannot connect" type errors. I'm able to connect to servers and the store just fine as well. Sorry if I'm mistaken.
