Empty space at top of player list

Description
There is a large gap at the top of the player list in the pause menu.

Steps to reproduce:
Launch Preview 1.21.60.21 
Open a world
Pause the game 

Observed results:
Gap at top of player list

Expected results:
Player list is at the top of the screen.
