Player is unable to use shears on vines while crouching

Steps to Reproduce:

1. Place any of the following blocks: Cave vines, kelp, twisting vines, weeping vines
2. Crouch
3. Use shears on them

Observed Results:
Nothing happens.

Expected Results:
The shears are properly used.

Notes: In Java Edition, crouching is the only way to use shears on cave vines with berries without harvesting them first.
