Using shears on vines or kelp doesn't play the arm swing animation

Steps to Reproduce:

1. Place any of the following blocks: Cave vines, kelp, twisting vines, weeping vines
2. Use shears on them

Observed Results:
The sound is played but the arm doesn't move.

Expected Results:
The arm swings with the shears, both in first person and third person.
