Animated blocks still play their animation when the game is paused

Steps to reproduce:

1. Enable game pause in Settings -> General -> General -> Pause
2. Place down a campfire
3. Pause the game

Observed result:
The campfire's fire animation keeps playing.

Expected result:
The campfire's fire animation is paused while the game is paused.

Notes:
This happens with other animated blocks as well, such as nether portals.
