Problem with the tickingarea command and the fill command

Command blocks inside of a ticking area set to fill an area do not work unless a player is close to the command block. I had a repeating command block inside of a ticking area that was supposed to replace nearby redstone torches that were also inside the ticking area with air. However, the command would only work if I got close to it.
