Wither's block breaking attack can destroy Jigsaw block

Wither's "Block breaking attack" after taking damage can destroy Jigsaw block.(Contains blue wither skull)

How to reproduce:
1.Surround wither with Jigsaw block
2.attack wither
3.observe

Expected behavior:
Jigsaw block will not be destroyed
What actually happened:
Jigsaw block destroyed by Wither
