Attempting to use behavior.work_composter for custom entity does not work

I have created a custom entity with the minecraft:behavior.work_composter behaviour component and the entity does not perform the expected tasks.

I am not sure what you need in order to test this issue. Please advise and I can package the required files. It is a somewhat complex problem to reproduce.
