slot.armor.body is not working properly

Neither /replaceitem nor the argument hasitem makes slot.armor.body work correctly.
For example, when a player equipped with golden_chestplate executes /replaceitem entity @s slot.armor.body 0 leather_chestplate, the player's equipment is not changed.
