Effect chat output duration gives incorrect duration

Effect chat output duration gives incorrect duration. This issue appears when /effect infinite duration was added.

Steps to Reproduce:

Type this command in chat:

/effect @s night_vision 10

Observed Results:

Chat output says "Gave Night Vision * 0 to <player: target> for 200 seconds"

Expected Results:

Chat output says "Gave Night Vision * 0 to <player: target> for 10 seconds"
