Ruined portal can once again break bedrock on certain seeds

The Bug:

A particular seed can break bedrock only with the ruined portal generation. MCPE-97207 is back, and a new seed was found years later.

Step to reproduce:

1. Create a world with this seed: 191679902187353244
2. Run command: /tp 0 -75 0
3. Look above you.

Observed results:

The ruined portal breaks bedrock. 

Expected results:

The ruined portal shouldn't break bedrock.
