Pale Garden tree density is much lower on Bedrock than Java

The Pale Garden's dense trees and vines are intended to obscure the player's view, creating a spooky atmosphere in the biome. Pale Gardens on Bedrock are much more sparse than Java, reducing the spooky atmosphere dramatically.

To Reproduce

  1. Create a new world on Java Edition 1.21.2 with the following parameters:
    1. Seed: 6212858725102643061
    2. Winter Drop enabled
  2. Run the following commands to go to the screenshot locations:
    1. Sky Location: /tp @s -3364 163 3156 135 45
    2. Ground Location: /tp @s -3408 111 3115 125 -5
  3. Observe the dense tree canopy, creating almost another layer of "ground".
  4. Create a new world on Bedrock Edition 1.21.50 with the following parameters:
    1. Seed: 6212858725102643061
  5. Run the following commands to go to the screenshot locations:
    1. Sky Location: /tp @s -3364 163 3156 135 45
    2. Ground Location: /tp @s -3408 111 3115 125 -5
  6. Observe the sparse tree generation, with large leaf gaps and open areas.

Expected Result

The Pale Garden is equally dense on Java and Bedrock.

Observed Result

The Pale Garden is much more sparse on Bedrock compared to Java.
