Skin import error

I keep trying to import a custom Minecraft skin of my character, the file is a 64x64 png so it follows all of the guidelines.

However it's not letting me import the skin.

And I've actually tried changing the dimensions to 128x128 and 64x32, but I still ran into the same error message.
