Wrong effect seconds is displayed when using /effect

How to make it:

1.type in the command:/effect @s <effect> <seconds>

Like in example:if i type regeneration 2 seconds, it will show 40 seconds like in the attachment below. and if you type 5 seconds,it will show 100 seconds.
