Tropical fish stopped spawning randomly

I was breeding axolotls trying to get a blue one. I had the axolotls next to a warm ocean for me to get the tropical fish. But randomly, tropical fish stopped spawning entirely. They were spawning just fine previously but suddenly stopped.
