The Minecrat with hopper always stop moving

The Minecrat with hopper always stop on the the same place while all the rails is fully powerd, it take one lap and stop on the same place again, this farm was up and running since 1.19 it start doing this after 1.21, and this happened to other Minecrat in different places, almost all farm using minecart stop it working
