Mobs in Nether spawn in incorrect locations

Mobs in the Nether spawn on transparent and bedrock blocks. They also spawn in locations not big enough to support them (e.g., endermen and ghasts spawn in locations with only 2 high air blocks therefore instantly suffocating and dying.)
