Command blocks not saving new commands after editing

When editing a command block it does not save the new command, the only way to get the command to work is by placing a new command block with that text. I tested this with no packs on whatsoever. From what I can tell it doesn't matter what command you type, so I'm using /fill in the video. This also affects all types of command blocks.
