In Spectator Mode, using /kill will still kill the player

In Spectator Mode,

using /kill will still kill the player,

but /damage will not deal damage

I've tried many times,

but /kill doesn't kill players in creative mode in the current version,

but spectator mode does
/damage, but it cannot damage the player
