Minecraft Marketplace not Importing Add-ons

When I go to download any add-ons from the minecraft marketplace they will download thru step 1 but when you go to step 2 (Importing) it just sits on 0% and then says download failed. And I have tried every possible work around to fix this issue like clearing marketplace cache, uninstalling minecraft, restoring licenses, etc but nothing seems to get resolved.
