Health Bar shows I'm down half heart.

I am showing only 9.5 hearts. My hunger is full, and I'm not taking any damage, nor under any effects. It will fill up when I take a health potion, or swap to peaceful mode, but as soon as I take damage, and heal, it only goes up to 9.5 hearts.
