Chorus flowers drop when their stems are broken

In the Java edition, chorus flowers can only be harvested if broken by the player directly. However, as of 0.17.0.2, breaking the chorus plants stems (and therefore indirectly causing the flowers to break) will cause them to drop, even though the player did not break them with his hand or tools. This issue has been happening since 0.17.0.1.
