Base game equipped capes do not render with a player.entity.json file in resource pack

Even when clearly stating a Cape field in player.entity.Json it still does not render on player,

Resource packs that contain the entity/player.entity.json file causes capes to turn invisible

recreate:
have any resource pack with a player.entity.json file

behavior
game does not render persona/base game equipped capes with a player.entity.json file
expected behavior
you should be able to see persona/base game equipped capes even with a player.entity.json file.

the player.entity.json file should not overwrite player data that isn't stated in the file.

This is not the same issue as MCPE-74493
