Minecart with Hopper

In a regular survival world, Minecart with Hopper will come to a complete stop when hitting a Chest block when it's one block above it and can't be pushed under the Chest block but can go under Redstone blocks with no issue. After discovering this I tried it on a Creative world to see if it would do the same and it didn't.
