Bubble pop sounds only play when the HUD is visible

The newly added bubble pop sounds only play when the oxygen bar is visible, the sounds doesn't play at all while the HUD is hidden or while inside another UI (like Inventory)

Steps to reproduce:

1. Go underwater, wait until the bubble pop sounds start playing
2. Now hide your HUD, or open Inventory

Expected results:
Bubble pop sounds still plays

Observed results:
Bubble pop sounds stop playing when hiding the HUD/while inside Inventory or other Screen
