Cannot move items to hotbar

this incident started when I was about to make a pickaxe and when the pickaxe was about to move to the hotbar, suddenly the pickaxe disappeared, I don't have proof because it was before recording it, and in the recording it is clearly visible where the item cannot enter the hotbar, but instead returns to the initial position.
