Phantoms share mob capacity with hostile mobs

Phantoms share mob capacity with hostile mobs. as phantoms shouldn't count towards the mob capacity with hostile mobs, like they do on Java Edition.

Expected Result:

Phantoms share mob capacity with hostile mobs.

Actual Result:
Phantoms should always spawn without a mob capacity.

How to reproduce:
1. Spawn a load of hostile mobs

2. Wait for 3 days or more, you'll probably notice not that many phantoms have spawned.
