Obfuscated/§k word animation become slower in Loading tips while loading the World, this mainly affects beginnerTips.12 but also affects player made tips as well

Steps to reproduce:

1. Download and apply attached resource packs, it's made the Loading tips to only show beginnerTips.12
2. Join any World and look at the obfuscated word

Expected results:
Obfuscated/§k word animation doesn't become slower
