Bone meal still does not work in 1.21

I have been unable to bone meal underwater for several updates now.  Looking back at previous bug reports shows this as being resolved, however, whether I bone meal an underwater dirt, sand, or gravel block, at different depths, in survival it will only waste bone meal without producing results.  I decided to try testing this in a creative world and here it works fine om sand and gravel, but may on occasion not work on dirt.
