"Create" button is grayed out and cannot be pressed when logged into an account without an Xbox Live Gold subscription until Player manually disables the "Multiplayer game" toggle

As of the 1.21.2 update today I am no longer able to select the create new game button. I am able to start the game creation process and open the screen to select the settings but on this screen I cannot hover over or select the create game button
