Item Stack Count is Layered Incorrectly in Container Screens

In v1.21.0, the layer for the item stack count in container screens was changed from 9 to 27. This causes the stack count to render over elements it should render underneath (for example, hover text). The solution would be to simply revert the layer back to 9.
