New potion effects don't apply when a creeper explodes

When a creeper explodes with one of the new potion effects (oozing, infestation, weaving or wind charging) the effect does not apply.

Steps to reproduce:

1. Spawn a creeper and apply one of the potion effects with the respective splash potion.
2. Ignite the creeper with a flint and steel.

Observed Results:

The creeper explodes without one of the above effects above applied on death

Expected Results:

The creeper explodes with one of the above of the effects applied on death
