Stray 100% spawn rate issue in some snow biomes

After 1.21 released multiple snow biomes have been spawning only strays at night, including: Snow plains, snowy hills, and snow lakes. This is while not including snow forests and icebergs. I am hoping that the original spawn rates can be returned to fix the glitch.
