Gravity blocks bob up and and down on derailed minecarts

Steps to reproduce:

1. Build the following setup:
   
2. Destroy the rail
3. Place a gravity block next to the stone bricks on top of the derailed minecart

Observed result:
The gravity block starts bobbing up and down.

Expected result:
The gravity block falls down and lands on the block below it, like it does with boats and in Java Edition.

Original description:
Hello, I noticed a bug with all gravity blocks (sand, anvil, concrete powder...) with minecarts which is very problematic because I make redstone and I often use minecarts with sand. This bug appeared since 1.21 and is still relevant for the latest version even for the latest version of the preview!

I really hope you fix this bug very quickly, that would be great!
