I can't use character customization

I can't change my character's appearance.No matter what kind of cosmetic I select from the dressing room,my character remains the same.  Even when I delete my character and try to choose the character I want,the appearance of the character remains the same.My friends had this problem too. I can use classic skins.i tried logging in and out of my Microsoft account but nothing changed.
