Tutorial option does not appear sometimes

I opened my Android device to the tutorial settings but there is no tutorial options in general settings, and no tutorials in the right corner while you are playing.

Steps to reproduce:

1. Go to Settings -> General
2. Look for the Tutorial option

Observed result:
The tutorial option is gone.

Expected result:
The tutorial option is present in General settings.
