Player can interact with the world while customizing controls

Steps to reproduce:

1. Switch to the D-Pad & tap to interact control mode
2. Create/enter a world
3. Place down and ride a boat
4. Go to Settings -> Touch and enable Customize Controls (Experimental)
5. Go to Customize controls
6. Press the Leave Boat button (it is slightly covered by the Reset Default and Done buttons)

Observed result:
Upon pressing the Leave Boat button you leave the boat.

Expected result:
You are unable to interact with the world at all while customizing controls.
