Villagers won't accept food for breeding

I first found out about this but when I was with my friend. When I woke up the next morning, I decided to test this in a creative world to see if it was a realm thing... And it wasn't.

The title basically explains everything, also here's a video link of me trying to brute force some bread into the very breedable villagers' inventories. I also tested the other foods (carrots potatoes and beetroot) and they also don't accept them...

Also, if it does seem like I've modified my game, it's because I use 3 resource packs and that's it.
