Unable to move the up fly arrow in d-pad settings on iPad

I was fixing my d-pad in settings. Trying to switch the sides of the movement arrows and the fly arrows. When I tried to move the up fly arrow and it would not move not another position. I tried it a million times and it didn't work. I then tried to do it on another ipad with a different account and it still didn't work.
