Hopper Minecarts randomly stopping

I have been having issues with hopper minecarts randomly stopping on rails. The rails are properly powered and there is no reason why the minecarts should be stopping. Sometimes the minecarts even come off of the rails.

Unfortunately, I can't add a visual example, because I have never seen it happen before. I just go into the hopper system and everything is broken. Maybe this has something to do with chunk loading?
